Staff Development in the Hungarian Land Offices (1999-2000)

Aims:

Co-operative Staff Development in the Hungarian Land Offices  and in the related Public Administration. The long-term objective of the project is to support CSLM in its role as the principal centre of excellence for staff development in Land Administration in Hungary in order to apply the acquis, and essential identified elements in Land Administration. The three elements of this are to establish a viable, developing educational programme, to establish a developing system of delivery and to establish working links with EU educational providers and professions in Land Administration.

Partners:

MoARD DLM

Participation of Department of Lands and Mapping, Ministry of Agriculture and Rural Development will  be based on the following activities:

  • Advice on the content of the proposed knowledge base for land administration in Hungary.
  • Advice in the area of staff management and development, especially with regard to those issues concerned with preparation for accession to the European Union.
  • Provision of support to land office civil service staff in the pilot phase of the development.

 

PMO

State Secretary for Informatics, Prime Minister’s Office will be used for:

  • Provision of direction in the development and introduction of Computer Based Training materials as a part of the content of the land administration knowledge base for Hungary.
  • Advice on increasing the flexibility of content and delivery of the distance learning programme on using IT in land administration for local governments.

 

 

IPDA

Institute of Professional Developments in Agriculture has a co-ordinating role through High Schools and give support in the following way:

  • Participation in the project organising and co-ordination activities as specified by the project manager.
  • Taking part in courses to train the training staff who will oversee delivery of the material and in the refinement of the core materials.
  • Through the Technical High Schools provision of the theory, practical and examination delivery facilities required by civil service staff who study material as a part of the pilot programme and provision of feedback about these processes.

 

 

FÖMI

FÖMI`s participation will  be based on the following activities:

  • Provision of market analysis knowledge to the project on the requirements of civil service staff and on the demands being placed on staff as they play their part in achieving EU harmonisation.
  • Provision of support to land office civil service staff in the pilot phase of the development.
  • The development of specific process based training examples within the piloting of the knowledge base.
  • Leadership of Internet and Intranet web based developments to be used in the pilot phase of the project.

 

 

UEL

The participation of University of East London will involve the following activities:

  • Co-operation in the development of the content of managerial elements of the land administration knowledge base.
  • Liaison with the Hungarian Co-ordinator on the direction and organisation of the knowledge base development and of the pilot course delivery.
  • Participation in the co-ordination of the work of the EU partner organisations.

 

 

OS

Ordnance Survey will involve the following:

  • Participation in the development of content of the proposed knowledge base for land administration in Hungary.
  • Advice from the experience of OS on the issues which arise in land administration and in land information provision on accession to the European Union.
  • Advice in the area of staff management.
  • Hosting Hungarian experts and group of managers from Hungarian Land Offices.

 

 

MMU

The University will involve the following:

  • Participation on the development and refinement of distance learning materials.
  • Advice on increasing the flexibility of content and delivery of an existing, successful, distance learning programme.
  • Support in the development of computer based training materials, including internet based materials and support.  

 

University of Salzburg

The participation of University of Salzburg will involve the following activities:

  • Participation on the development and refinement of Internet based distance learning materials.
  • Advice on increasing the flexibility of content and delivery of an existing, successful, distance learning programme.
  • Support in the development of computer based training materials, including Internet based materials and support.
  • Co-ordinating advice on the issues which arise in land administration and in land information provision on accession to the European Union and on the area of staff management and development, especially with regard to those issues concerned with preparation for accession to the European Union.

 

BEV

Participation of Bundesamt für Eich- und Vermessungsdienst will  be based on the following activities:

  • Participation in the development of content of the proposed knowledge base for land administration in Hungary.

  • Advice from the experience of BEV on the issues which arise in land administration and in land information provision on accession to the European Union.

  • Advice in the area of staff management and development, especially with regard to those issues concerned with preparation for accession to the European Union.

  • Hosting Hungarian experts and group of managers from Hungarian Land Offices.

Outcomes:

In SDiLA TEMPUS four short courses were produced . All the courses were refined twice in the project life-cycle.

Management course

The middle / senior managers attended a programme which specialised in management skills and techniques necessary in land administration, especially in EU accession period. The course included language training and communication skills, information technology and information management, public relations and marketing, EU law, rules and regulations to apply the acquis, and identified elements essential in the land administration.

For the administrative and technical staff the SDiLA TEMPUS project developed 3 OKJ courses
